CDGK may run KESC after June, says Sindh CM’s adviser

KARACHI: The level of commitment shown by the Karachi Electric Supply Company (KESC) has been disappointing, especially in view of the increased aggravation amongst the masses, therefore, the time has come to knock out the KESC and a decision in this regard has to be taken by June.

It will either be the federal government or the CDGK that will take over the affairs of the utility, with the latter being the more rational option the said Adviser to the Sindh Chief Minister Khawaja Izharul Hassan while addressing a joint press conference at the New Karachi Town Nazim Office on Wednesday.

He bluntly stated that the KESC has played its inning and now the CDGK should be given a chance to serve the people. “The KESC has been conspiring against the Sindh government and the city. It has failed to understand the pain of the citizens, although it has earned millions from them. The MQM has frequently assured the utility of all possible cooperation in curbing electricity theft, but the lax attitude of the KESC has been downright disappointing,” said Hassan.

It is regrettable that the KESC high ups had fixed a meeting with Muttahida Qaumi Movement legislators and while they not being able to attend can be accepted, the fact that they did not even have the courtesy to inform the MQM legislators is simply unacceptable, said Hassan.

While addressing the press conference, MNA Shaikh Salahuddin said that the MQM leadership would take a decision regarding boycotting the Sindh Assembly Budget Session over the outcome of the KESC issue. He said that the KESC has wreaked havoc with the citizens and industry of the city. Pointing out the fact that there was no load shedding on the day of the president’s visit to Karachi, Salahuddin said that it was a clear sign that the load shedding is planned. He concluded by stating that the KESC has been afforded till June to rectify the situation, adding that if it fails to do so, the backlash of the public would be hard to contain.

MASS TRANSIT SYSTEM- LONG TERM SOLUTION TO TRAFFIC PROBLEMS.

22 Apr 2009:

Karachi Apr 22: Nazim Karachi Syed Mustafa Kamal has said that the long term solution to traffic problems in Karachi lies in the Mass Transit System without which the city would have worst condition in terms of traffic after 8 to 10 years.

He expressed these views while addressing a meeting at his office on Wednesday to review the pace of work on development projects currently going on in the city and also to discuss future strategies for development activities.

Nazim Karachi on this occasion noted that the system of signal free corridors inducted recently in Karachi could only run the city for a maximum of 10 years after which it would need a mass transit system like other mega cities of the world.

He said that three years ago Karachi was facing much trouble due to regular traffic jam on nearly all main and subsidiary arteries. Haq Parast City Government introduced a new concept of signal free corridors to solve this problem in least time. These corridors were constructed rapidly and they helped in the resolution of traffic problems up to a large extent but the same is not enough to correct the traffic system of a mega city like Karachi.

Nazim Karachi said that the only solution to traffic problems in Karachi lies in the Mass Transit System on which we will have to work from today.

Reviewing ongoing projects he said that the journey of development must continue as the city is facing regular increase in the population and any halt in this development process will create more problems for Karachi and ultimately for the whole country.

Regarding water and sewerage projects, he said that city government had carried out water and sewerage works in all areas of city especially in all 4 industrial zones to provide better infrastructure to residents and factory owners.

Nazim Karachi said that our endeavors had been appreciated on international level too. He further said that like other mega cities of the world, Karachi also did not have any nearby river due to which it had been facing shortage of water. City Government has made many projects to solve this problem including the installation of desalination plants while it had also got the approval for a Rs.8 billion worth sewage treatment plant in Karachi.

He said that in order to complete development projects in city we recovered billions of rupees from the defaulters and used this amount on the rapid completion of development projects. He however, directed the officers of Revenue Department to take further measures for improvement in the recovery condition.

Nazim Karachi said that we did not imposed infrastructure tax in the very first year of our tenure in city government but worked for three years and laid the basic infrastructure for citizens after which we went to citizens and said to them that these projects belongs to them and therefore they should own them and support city government in the maintenance of these projects.

City Nazim said that till today Karachi had no master plan till today but now we prepare its first master plan and made it approve. All development works are now done according to this document including construction of roads and bridges and lying of water and sewerage lines in residential and commercial areas of the city.

CDGK to start CNG bus service by end of April

B Irfan Aligi

KARACHI: The City District Government Karachi’s (CDGK) preparations for the launch of a CNG bus service in the city are nearing completion and City Nazim Mustafa Kamal has issued stern directives to the project in charge to ensure commencement of the service by the end of April.

The project was initially announced by the federal government in the 2006-07 financial year, at a cost of Rs 2.5 billion, with the deadline for their introduction being set at February 2008. Under the federal government’s plan, the project would be a public-private partnership enterprise and would lead to the introduction of 8,000 CNG buses throughout the country and 800 buses for Karachi. Initially, 500 buses were to be introduced in the city and the federal government had extended the deadline till July 2008, as confirmed by CDGK Mass Transit Cell Director General Malik Zaheer-ul-Islam, who, in February 2008, had told Daily Times that 500 CNG buses would be on the roads by July 2008.

However, as the federal government failed to initiate the project, the CDGK, in January 2009, announced that the CDGK would, under a self-reliance programme, introduce 50 CNG buses in the city by March 15, at a cost of Rs 250 million. However, the CDGK would have managed the introduction of these buses much before as the CDGK had, previously, signed a Memorandum of Understanding (MoU) with a Pakistan-based company, M/s Kenhill, to invest in the public transportation sector, with the financial collaboration of a Holland-based company, to introduce 500 dedicated CNG buses. The deadline for the CNG buses to be operational was June 2007 but M/s Kenhill declined to abide by the MoU for reasons best known to either party.

However, finally it seems that the CDGK has managed to overcome the financial crunch and 50 CNG buses will ply on the roads of the city by end of April. The locally manufactured buses, which comply with international standards, will be introduced at a cost of Rs 250 million. The buses would run on two routes, from Sarjani Town to Merewether Tower and from Safoora Goth via Shahra-e-Faisal to Merewether Tower. Further, there would also be a shuttle service from Gulshan-e-Maymar to Liaquatabad No 10.

The CDGK would keep the ownership of these 50 buses, as well as be responsible for the revenue collection. However, operations would be outsourced to standard and well-reputed transport companies through open bids. The original equipment manufacturer (OEM) would be responsible for the maintenance of these buses, while the CDGK would bear all expenses accrued on maintenance.

There would be no need for a bus conductor as an e-ticketing system will be introduced, wherein, the passengers will be issued a rechargeable tariff card that would be valid for five to 15 trips. The CDGK would not charge any fee against the tariff card on the first transaction or at the time of recharging, except if the card is lost.

The CDGK will charge the amount of tariff in terms of number of trips, known as flat fare, which would range from Rs 12 to Rs 14. The passengers would have to submit their CNIC or mobile phone number for the issuance of the rechargeable tariff card. Passengers would be allowed to enjoy facility of at least one trip free of cost if they buy the tariff card for more than 5 kilometers.

KARACHI: The CDGK has served the city’s citizens and has spent billions of rupees on laying basic infrastructure in the city in just three years, said City Nazim Mustafa Kamal, while laying the foundation stone of a ‘I Own Karachi’ family park in Liaquatabad Town on Thursday.

The ‘I Own Karachi’ park will be established at an estimated cost of Rs 20 million.

Kamal said that the Haq Parast leadership has transformed the city and the citizens will find that they are able to reach one point of the city from another within only minutes, while in the past, they had to spend hours traveling the same distance.

Explaining the ‘I Own Karachi’ theme, Kamal said that under the project, CDGK has initiated several steps and the citizens, especially the youth, have overwhelmingly responded to the idea. Kamal added that for the maintenance of this infrastructure, the CDGK has levied a nominal tax so that the city’s development projects can last longer, without any financial hurdle. CDGK has fulfilled all legal formalities in this regard and if it is not maintained, then all the hard work will be undone, said Kamal.

Unfortunately, there are a few pseudo-intellectuals and conspirators who are engaged in creating misunderstandings. They have launched a campaign against the infrastructure tax but they will not succeed in their attempts and people should avoid them and refrain from doing what they are doing, urged Kamal. staff report

CDGK has prepared infrastructure plan for next 100 years: Kamal

KARACHI: The City District Government Karachi (CDGK) has delivered a comprehensive master plan for the city, which covers the essential infrastructure planning for the next 100 years, revealed Karachi Nazim Mustafa Kamal.

Kamal stated this at his Secretariat on Wednesday, while talking to an Institute of Business Management (IoBM) delegation comprising of more than 60 students and teachers, led by Dr Faisal Farooqui.

Kamal said that the city was lacking a master plan despite its geological and macro-economical importance however, the CDGK has not only governed the city well but has also actively worked on the agenda and has now developed a comprehensive master plan for the city.

Karachi’s population has rampantly increased because the natural birth rate has increased and more people from other provinces are coming to the city to earn their bread and butter. This has in turn increased the burden on the city’s infrastructure, causing it to collapse and if the CDGK had not come up with the master plan, the city would have come to a standstill in every aspect.

The governing CDGK has overcome many hurdles and has spent Rs 27 billion on laying the water and sewerage system infrastructure, something that no previous district government managed to do, said Kamal, adding that it also has the honour of completing six mega projects at one time.

It does not matter if the results of spending a huge amount of money and labour is not visible out in the open and people know that the CDGK has provided them many facilities within these three years including water and sewerage facilities, signal-free corridors, subways and flyovers, remarked Kamal.

While talking about his achievements and the difficulties he faced during the past three years, Kamal regretfully said that it was much easier to establish a park in the city than recover government land illegally occupied by influential and powerful land grabbers. He added that the menace of recovering land was the main reason that caused the delay in developing and completing many important city projects.

However, with determination and commitment to the people of the city, CDGK has managed to recover a good percent of the encroached and illegally occupied land and has established beautiful parks including the Bagh Ibn-e-Qasim at Clifton and Jheel Park at Tariq Road on the recovered land, said Kamal.

He went on to say that CDGK has provided basic facilities including water and sewerage system and road infrastructure to each and every area of the city without any discrimination of caste, creed or political affiliation. Under this policy, the CDGK has supplied water to those areas that were deprived of the basic necessity for the past 40 years, said Kamal, adding that different areas of Lyari have also been provided with an additional six million gallons of water, while for the first time in history, thousands of islanders have gotten access to potable water.

Kamal also informed the delegation about the education and healthcare sector upgrading and improvement plan undertaken by the CDGK. He revealed that the Abbasi Shaheed Hospital and many other hospitals have been provided with the latest diagnostic equipment.

Kamal declared that the interest shown by the citizens of the city, especially students, in CDGK’s outstanding contribution to municipal works is a very good omen. The students and teachers of IoBM expressed their acute interest in the daily affairs of the CDGK and appreciated the fast paced development activities initiated by Kamal.

Kamal added that citizens taking an interest in the workings of CDGK will not only increase awareness of development work but will also create a sense of ownership among the people living in the city.

Earlier, the delegation was shown a 30-minute documentary on development projects undertaken by CDGK, and was then taken on a tour of various CDGK projects, particularly the Command and Control Centre. The delegation also reviewed how the staff at the Citizen’s Complaints Management Information Centre 1339 went about their work.
